The Natural Resources Protection Regulations (NRL) were approved, with opposition from Poland, Italy, Hungary, the Netherlands, Finland and Sweden. Belgium abstained. Austria has been convinced at the last moment. UPDATE: Chancellor Karl Nehammer claims that Austrian Climate Minister Leonore Gewessler was not “authorized” to vote for the nature restoration regulation.
Today, June 17, as announced, a meeting of the Environment Council and an informal meeting of leaders are taking place in Luxembourg. An important regulation was passed.
NRL voted down
The issue was addressed, which is one of the key elements of the European Green Deal and which the current head of the European Commission, Ursula von der Leyen, was very interested in.
These provisions were stopped before the European Parliament elections, among others. thanks to Poland’s opposition, but as we wrote on farmer.pl, it was known that they would return after the elections. Quietly, without any noise. Because it’s a political matter. And that’s how it happened.
NRL approved
The Nature Restoration Law (NRL) has just been approved. According to the Belgian Presidency, EU environment ministers have just approved the tripartite agreement on NRL. This is the last step before it enters into force.
It is true that Poland, Italy, the Netherlands, Finland and Sweden voted against the NRL. But in the final stages of the regulation, Austria decided to support it. And Belgium abstained.
Will the same apply to the reduction of the so-called plant protection products? SUR? There are many indications of this, after all, the European Parliament elections are over and there is no need to adapt to farmers.
UPDATE: The NRL passed thanks to the decision of Austria, which changed its mind, but it turns out that the country’s climate minister did not represent the position.
According to arc2020.eu, no consensus was reached in Austria, so Gewessler received a clear mandate from the Austrian Chancellor to abstain from voting.
– The Republic of Austria has already announced its abstention (…) based on the unified opinion of the regional governments, binding on the federal government under Austrian constitutional law, as well as the lack of consensus within the Austrian federal government – this is what the letter quoted by the website and sent from the Austrian Chancellor Karl Nehammer to Belgian Prime Minister Alexander de Croo. It follows that Gewessler “may not consent to the (NRL) because it is not authorized to involve the Republic of Austria in accordance with Art. 16 (2) TEU in this respect.
There is information that Nehammer announces he will file a complaint to invalidate the vote regarding Nature Restoration. We will monitor the matter.
