Once again, ARiMR increases the pool of funds for purchase loans.
On May 8, 2024, on the online application platform, the Agency is to increase the lending limit made available to cooperating banks for 2024 and the limit on interest rate subsidies on loans to improve financial liquidity for an entity conducting business in the field of grain trading or grain purchase or plant seed trading. agricultural or purchasing or freezing of soft fruit (line S).
The total available funds limits for purchase loans (line S) will be:
- lending limit of PLN 2.2 billion,
- funds in the amount of PLN 90 million for interest subsidies on the above-mentioned loans.
Loans may be granted by banks no later than June 30, 2024.
The borrower is not required to make an own contribution.
The interest payable to the bank is paid by:
- borrower – in the amount of 2%;
- Agency – in the remaining part.
Who can receive a loan?
- conducting business in the field of trade in cereals or purchase of cereals, or trade in agricultural seed material referred to in the provisions on seed production, or purchase or freezing of soft fruit, if he purchased cereals in the period from October 1, 2022 to August 31, 2023. , agricultural plant seeds from 1 June 2023 to 15 October 2023 or soft fruit in the period from 1 June 2023 to 30 September 2023 from:
a) an agricultural producer who has been assigned an identification number in accordance with the provisions on the national system of records of producers, records of agricultural holdings and records of applications for payments, or
b) an entity conducting business in the field of trade in cereals or purchasing cereals or purchasing soft fruit, which purchases cereals or soft fruit from an agricultural producer who has been assigned an identification number in accordance with the provisions on the national system of records of producers, records of agricultural holdings and records of applications for payments ;
- being a micro, small or medium-sized enterprise within the meaning of Annex I to Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain types of aid compatible with the internal market in application of Article 107 and 108 of the Treaty (OJ EU L 187 of 26/06/2014, p. 1, as amended);
- in order to improve financial liquidity in connection with restrictions on the agricultural market caused by the aggression of the Russian Federation against Ukraine.
Cereals for this loan include wheat, rye, triticale, barley, oats, corn and millet.
Seed material of agricultural plants includes seeds of agricultural plant varieties of species covered by the provisions of the Regulation of the Minister of Agriculture and Rural Development of April 18, 2013 on the deadlines for submitting applications for field evaluation of seed material of individual groups of plants or species of agricultural and vegetable plants and detailed requirements in terms of the production and quality of the seed material of these plants, and in the case of potatoes – tubers called seed potatoes.
Soft fruits include raspberries, blackberries, wild strawberries, strawberries, blueberries, chokeberries, gooseberries, currants, blueberries, grapes, sour cherries.
Loan amount
The amount of loans granted to an entity conducting business in the field of trade in cereals or purchase of cereals, or trade in agricultural plant seed material referred to in the provisions on seed production, or purchase or freezing of soft fruit may not exceed PLN 40 million and at the same time:
- the amount for which cereals were purchased in the period from October 1, 2022 to August 31, 2023 in the case of entities conducting business in the field of cereal purchase or
- the amount for which seeds of agricultural plants were purchased from seed orchards in the period from June 1, 2023 to October 15, 2023 in the case of entities trading in agricultural plant seed material or
- the amount for which soft fruit was purchased in the period from June 1, 2023 to September 30, 2023 in the case of entities conducting business in the field of purchase of soft fruit or
- the sum of the product of the number of tons of purchased soft fruit and the amount of PLN 2,000 and the amount for which soft fruit was purchased in the period from June 1, 2023 to September 30, 2023 in the case of entities conducting business in the field of purchasing and freezing soft fruit.
Which banks offer S line loans?
It is worth noting that farmers can apply for additional funds in the form of preferential loans only from banks cooperating with ARiMR. Specifically, these are the following facilities:
