The Management Board of the National Fund for Environmental Protection and Water Management decided on February 22 this year. a resolution regarding changes related to co-financing of heat pumps and wood-burning boilers in the Clean Air 2024 program. Co-financing for energy-saving heating installations is to be granted only to devices from the Public Health Office’s list of green devices and materials from April 1 this year.

  • The National Fund for Environmental Protection and Water Management has developed new requirements that will come into force on April 1 this year. The National Fund for Environmental Protection and Water Management announced that it has already started implementing the adopted changes to the Clean Air 2024 program and updating the regulations of the Storage Customers list.

After the implementation works are completed, the announcement of changes to the PPCP (Clean Air Priority Program) will be officially published, and the Institute of Environmental Protection – National Research Institute maintaining the list of UTIs will send information about the change to the regulations and new requirements regarding the need to submitting heat pump test reports confirming the parameters indicated in the energy label and product card – PAP informed.

Over 45 heat pumps withdrawn from the UTI list, but will this number increase?

45 heat pumps (specific types – models) left suspended or withdrawn from the UTI listsuch producers and distributors as:

  • Enertech
  • Heiko
  • HKS Lazar
  • Refsystem
  • Silnet Energy
  • Thermia
  • Viessmann
  • Wolf

We emphasize that it is not the entities that are withdrawn from the list, but only the specific pumps indicated. However, this number from April 1 this year will most likely increase. Why?

Heat pump manufacturers will have problems with quick accreditation of heat pump tests by April 1 this year.

All heat pumps currently on the UTI list will require supplementing the documentation with a report on the above. research (the report may be prepared in a language other than Polish, provided that an abbreviated version of this report in Polish must also be provided).

Will heat pump manufacturers manage to meet the requirements of the Clean Air 2024 program?

During the transitional period (until April 1, 2024), the Institute of Environmental Protection – National Research Institute (IOŚ-PIB), maintaining the list of consumer pollution at the request of the National Fund for Environmental Protection and Water Management, based on the above-mentioned reports provided by producers/distributors. tests, will verify compliance with the new PPCP requirements by heat pumps included in the Utilities List.

As manufacturers and distributors emphasize, their biggest problem and challenge is meeting the requirements related to obtaining accreditation in laboratories.

Failure to meet the deadline may result in suspension of the availability of a given device on the Customer Service List until the verification of compliance with the requirements is completed – the National Fund for Environmental Protection and Water Management replied to PAP.

According to an expert from Polenergia, such changes should be introduced with at least a one-year transition period, which would give all companies a chance to adapt to the requirements of the National Fund for Environmental Protection and Water Management. Let us remember that these companies have invested very large funds based on the current requirements of the National Fund for Environmental Protection and Water Management.

Many producers who do not currently have appropriate certificates may not be able to obtain them in time. The waiting time in accredited laboratories is up to 8 months – notes Łukasz Oleksiak, operational director for heat pumps at Polenergia Fotowoltaika. – Many honest producers who are sure of the parameters of their devices, because they have been confirmed by their own laboratories, may be excluded from the “Clean Air” program. This results in huge financial losses. We expect great resistance from the industry and many complaints to the National Fund for Environmental Protection and Water Management and the Ministry of the Environment.

Subsidies only for wood gasification and pellet boilers with a higher standard from Clean Air 2024

In the case of wood gasification boilers and pellet boilers, it is also planned to introduce the obligation to select devices only from those included in the UTI list from April 1 this year. as part of the Clean Air program.

Changes in the Clean Air 2024 subsidies apply not only to heat pumps.  Check what will change

The introduction of this condition is caused by more and more frequent cases of producers and sellers providing false information about the device and thus misleading PPCP beneficiaries into believing that the boiler meets the requirements of the program.

However, in the case of these heat sources, the National Fund for Environmental Protection and Water Management does not plan to change the requirements that boilers will have to meet in relation to the requirements in force in the current version of the PPCP. The procedure for entering the UTI list will not change and there will be no need to submit any new documents in the case of devices that are currently included in the UTI list – emphasize NFOŚiGW experts.

The planned date of introducing the obligation to select a wood gasification boiler and a wood pellet boiler only from the Customer Service List will be the same as in the case of heat pumps, i.e. by April 1, 2024.
