Are you sure that the company responsible for the construction of the Bydgoszcz-Emilianowo Intermodal Terminal does not fulfill the goal of building this facility, but only generates costs – as the current management of KOWR states after the audit?
As we have already written about it, the new management of KOWR decided to share with journalists this week the results of a preliminary economic audit conducted in some companies (partnerships) in which KOWR – under the rule of PiS – became, for example, a shareholder or provided a guarantee for operations.
According to KOWR, Intermodal Terminal Bydgoszcz Emilianowo sp. z o. o. (a company established by KOWR on June 10, 2020, KOWR acquired shares in it for PLN 2,000,000, in 2021 PKP SA and Bydgoski Park Przemysłowo- Technologiczny sp. z o. o., taking up shares for PLN 25,000 and PLN 250,000 respectively) does not achieve the purpose for which it was established.
– If the company bears the costs of its operation and the preliminary costs of the planned investment for 4 years, the company’s financial resources will be sufficient only until approximately the end of July 2024. This will result in the need to liquidate the company – it was assessed after the audit.
Let us remind you that the company was established in order to prepare and implement the construction of an intermodal transshipment terminal, which will improve transport in the Kujawsko-Pomorskie region, including the transport of agricultural goods.

After the publication of the above-mentioned information, Łukasz Religa, president of the Nowy Amber Szlak association, responsible for the creation of the Bydgoszcz-Emilianowo Intermodal Terminal, contacted the farmer.pl editorial office and asked for the opportunity to comment on the information provided to journalists by KOWR.
– As an organization whose statutory goal is the development of the Bydgoszcz logistics hub, we are asking for the opportunity to express a polemical opinion on the theses contained in the publication regarding the Terminal Intermodalny Bydgoszcz-Emilianowo company. We are aware that you are only reporting on the press conference, but we would like to be able to present the facts – noted President Religa.
And he added:
– The position of the director of KOWR shows that the company is not fulfilling its goal of building an intermodal terminal, but is only generating costs. However, the facts are different.
President Religa goes on to mention:
- In recent years, the company has been involved in studies for the development of a logistics hub and has directly performed traffic analyses. These are necessary studies to apply for funding from European funds. In cooperation with the Nowa Wieś Wielka commune, changes were also made to the local plan.
- The company conducted environmental proceedings, which ended on July 4 with the issuance of an environmental decision by the mayor of the Nowa Wieś Wielka commune, which was finalized in November by the Local Government Appeals Court, rejecting the appeals.
- Currently, the company is looking for European funds.
- The Kujawsko-Pomorskie Voivodeship indicated the terminal project as an expected task to be financed from the KPO.
- Only one person works for the company, so costs are kept to a minimum.
– We also want to refer to the statement that the company may be liquidated at the end of July. The message about possible liquidation affects the project itself, as it may cause the project to lose credibility for various types of partners, such as sea ports. As a counterweight to this opinion, we present the position of the Ministry of Agriculture and Rural Development of April 12 this year in response to a parliamentary interpellation: Ultimately, Polskie Koleje Państwowe SA is to contribute its real estate to the Company and thus become its majority shareholder – President Religa also emphasizes in a letter to the editor.
Well, the opinion of the Ministry of Agriculture on the above-mentioned. investment from literally a few days ago – is not so pessimistic at all.
Referring to MP Łukasz Schreiber’s question about the current stage of the terminal construction project, Deputy Minister Jacek Czerniak, citing information from KOWR (!), pointed out that the Company is still carrying out design work and collecting documentation necessary for implementation of the investment.
– According to the assumptions that guided the establishment of the Company, the investment was to be implemented in stages, with three stages of its creation planned. After completing the first stage, the terminal was to achieve full operational capabilities, i.e. carrying out loading, unloading and storage works. This stage was to be achieved by the end of 2026.
It should be emphasized here that at the beginning, before the establishment of the Company, its shareholders assumed that the construction of the terminal would not be financed from the Company’s own funds, but from EU funds, including those obtained under the National Reconstruction Plan. The implementation of the construction is therefore largely dependent on the Company obtaining these funds. Due to the lack of certainty regarding the financing of the investment, it is not possible to determine the exact time frame at this stage.
The National Center for Agricultural Support, as the majority shareholder of the Company, sees threats related to possible problems in obtaining investment financing from external sources (KPO, PO FENIX), therefore it is currently conducting analyzes regarding the feasibility of its implementation and possible other sources of financing – it explains in response to the interpellation. Also, the manager of the ESKIMOS SA restructuring estate – assessed by KOWR at a meeting with journalists – “as a company that will probably go bankrupt” decided to send a letter to the editor in which he draws attention to many “inaccuracies and understatements” in the statement of deputy director Lucjan Zwolak at a conference organized on 16 April this year
