The Ministry of Environmental Protection wants to introduce a new regulation that will define quality requirements for solid biomass fuels. In the next heating season, we will have to heat our houses using pellets and wood briquettes that meet the new quality requirements. Unfortunately, this information means that you have to consider whether to buy pellets or wood briquettes outside the season, when prices will be the lowest.

Pellet prices in 2024 range on average from PLN 1,100-1,200 per tonne to approximately PLN 1,700-1,800 per tonne, depending on the quality and calorific value of this fuel. In 2024, on average, we pay approximately PLN 300-400 less per tonne of wood pellets than in 2023. Of course, let’s not take delivery costs into account.

In turn, for wood briquettes we will pay from PLN 1,090 per tonne to over PLN 1,700 per tonne in 2024. And here the price also depends on the quality and calorific value of this fuel. We do not take into account delivery costs.

We anticipate an increase in the prices of pellets and wood briquettes because the Ministry of Environmental Protection wants to introduce new legal provisions introducing a separate regulation that will specify quality requirements for biomass intended for home heating. What exactly does MKiŚ want to change?

The new regulation will introduce quality requirements for pellets and wood briquettes in 2024.

The Ministry of Environmental Protection is working on regulations implementing EU directives, and more specifically on a draft act amending the Environmental Protection Law and certain other acts.

As part of the work on this Act, it is also planned to change the provisions of the Act of August 25, 2006 on the fuel quality monitoring and control system.

There are no quality requirements for biomass fuels placed on the market for use in the domestic and municipal sector – therefore, it is advisable to define the types and minimum quality requirements for solid biomass fuels – biomass obtained from trees and shrubs – briquettes and wood pellets – we read in the draft of the new set

Significant changes to the above Act will include the addition of authorization to issue a regulation specifying the quality requirements for solid biomass fuels. – biomass obtained from trees and shrubs – briquettes and wood pellets placed on the market for use in households and in combustion installations with a nominal thermal power of less than 1 MW.

Intervention measures alternative to the adoption of the act were considered, and finally – after conducting extensive working consultations – the form of the act turned out to be the most effective form in relation to the planned changes – implementing the essence of the planned solutions – we read in the draft act.

What does this mean for homeowners who heat their homes with pellets or wood briquettes?

We will be able to heat our houses only with pellets and wood briquettes that meet the quality requirements. We will not be able to buy the cheapest pellets or briquettes to heat our house, even if it is a proven product for us.

Most likely, during all inspections of home heating with pellets or wood briquettes, we will have to demonstrate that the products we use meet the quality standards contained in the new regulation?

The introduction of these regulations will mean that wood pellets and briquettes offered that do not meet the quality requirements confirmed by research will have to disappear from OLX and other portals.

This also means that producers of wood pellets and briquettes will have to meet additional requirements and restrictions contained in the new regulation of the Ministry of Environmental Protection dedicated to biomass for home heating.

Unfortunately, this information means that you have to consider whether to buy pellets or wood briquettes outside the season, when prices will be the lowest. It may turn out that the fuel we purchase will not meet quality standards.

Certainly, higher requirements and the obligation to meet them will affect the prices of fuels offered for home heating. Moreover, before being allowed for sale, wood pellets and briquettes will most likely have to have their quality confirmed in some way and that they meet the requirements. Typically, such requirements must be confirmed by accredited laboratories.

When will new regulations and regulations regarding wood pellets and wood briquettes come into force?

The Ministry of Environmental Protection plans to introduce new regulations and a regulation regarding wood biomass intended for home heating in the third quarter of 2024, i.e. in July-September this year.

This means that in the next heating season we will have to heat our houses using pellets and wood briquettes that meet the new quality requirements. The problem is that the Ministry of Infrastructure and Environment has not yet provided details regarding these requirements.
