Farmers running farms with an area exceeding 75 ha are obliged to keep records and report on waste management, i.e. the so-called BDO register. As indicated by the Wielkopolska Chamber of Agriculture and KRiR, maintaining such a register is not only expensive, but also quite time-consuming.
The Management Board of the National Council of Agricultural Chambers asked the Minister of Agriculture to initiate talks with the Ministry of Climate and Environment aimed at exempting family farms from keeping a register in the Waste Database.
Farmers are having more and more problems with disposing of burdensome waste
Farmers running farms with an area exceeding 75 ha are obliged to keep records and report on waste management, which involves costs and is quite time-consuming.
KRiR notes that the constant development of agriculture is associated with the production of increasingly larger amounts of burdensome waste on farms, which cannot currently be disposed of at municipal waste collection points.
This problem should be solved by improving the collection of waste generated on farms. Such a system should be based on the possibility of returning the packaging at the point of purchase or the seller should inform about the possibility of selling the packaging, especially since each product is charged a recycling fee borne by the final recipient – the farmer.
KRIR applies for the exemption of agricultural holdings from the obligations arising from the BDO register
KRIR requested the exemption of all agricultural farms from the obligations arising from the BDO register, as well as the solution of the problem of agricultural waste disposal.
In response to the request, the Ministry of Agriculture indicates that all demands received by the Ministry of Agriculture and Rural Development are analyzed and appropriate actions are taken.
The problems reported by KRIR related to recording waste in the context of BDO regulations, as well as the lack of possibility of lawful management of waste from agricultural activities, are also noticed by the Ministry of Agriculture and Rural Development.
Therefore, taking into account farmers’ difficulties related to the disposal of waste from agricultural activities, such as packaging for mineral fertilizers, oils and greases or silage foil, as well as the problem of fulfilling the statutory obligation to record waste, caused by, among others, complexity of procedures.
The Ministry of Agriculture and Rural Development appealed to the Ministry of Environmental Protection to exempt farmers from fees and the BDO register
The Ministry of Agriculture and Rural Development asked the Ministry of Climate and Environment to analyze the above issues and the KRIR letter, and then to adopt a position and take appropriate actions in cooperation with the Ministry of Agriculture and Rural Development.
At the same time, the Ministry supports demands aimed at increasing the efficiency of waste management in the agricultural sector and reducing the burden on farmers in this respect.
