
If you are planning to purchase and install a heat pump or wood and pellet stove after June 13 this year. then you need to carefully check whether they are on the UTI list. From June 14 this year, on the UTI list you will only find heat pumps that have passed efficiency and quality verification. Pumps that are not on the UTI list will not be subsidized by the Clean Air program.

- This means that house owners will not receive subsidies if their purchased heat pumps are not on the UTI list while applications for funding from the Clean Air 2024 program are being considered.
From March 18, 2024, the amended Regulations for registering devices and materials in the database called “List of Green Devices and Materials”, available on the website: https://lista-zum.ios.edu.pl, (Regulations), except provisions in art. 5 section 3 points 5 and 6, section 4 point 4 and section 5 point 5 of the Regulations, introducing new requirements for including heat pumps on the List of Green Devices and Materials (List of Storage Customers).
These requirements will come into force at a later date, i.e. from June 14, 2024.
Why is it so important that the heat pump is on the UTI list?
You will not receive subsidies for heat pumps not included in the UTI list

The possibility of obtaining the highest level of subsidy only for one single-family residential building or one residential unit in such a building – these are also further changes in the Clean Air program.
According to the announcements of the National Fund for Environmental Protection and Water Management (NFOŚiGW) from the beginning of this year, the parameters of heat pumps that will qualify for the Clean Air program are to be confirmed by tests performed in an accredited laboratory. A transition period is expected to end in June this year. This is one of the ways to protect beneficiaries from purchasing and installing devices that do not meet the parameters declared in the product card and energy label.
A similar solution applies to wood gasification boilers and wood pellet boilers, but there are no plans to change the requirements in the Clean Air program, but only the mandatory selection of these devices from the Utilities list.

The verification of heat pumps has started, qualifying them for the Clean Air subsidy
Before June 14, 2024, i.e. before the entry into force of changes introducing new restrictive requirements for heat pumps, the Institute of Environmental Protection – National Research Institute (IOŚ-PIB), which maintains the Heat Pump List, will verify the compliance with the new requirements by heat pumps entered on the Heat Pump List.
IOŚ-PIB experts will carry out verification on the basis of the required documents provided by manufacturers, authorized representatives of the manufacturer, importers or distributors (notifying them on the Storage Storage List).
Pursuant to Art. 3 section 12 of the Regulations, the operator of the Storage Customers List will set a deadline for submitting documents confirming the fulfillment of the new requirements for those submitting heat pumps to the Storage Customers List.
What if the manufacturer or seller of heat pumps does not provide verification documents on time?
Providing the documents within the deadline set by the IOŚ-PIB is intended to guarantee the uninterrupted presence of a given device on the Customer Service List.
Failure to meet the deadline may result in suspension of the availability of a given device on the Customer Service List until verification of compliance with the requirements referred to in § 5 of the Regulations is completed. After the end of the transitional period, i.e. from June 14, 2024, only heat pumps that have passed positive verification confirming compliance with the requirements specified in § 5 of the Regulations will remain on the Customer Service List – emphasize the IOŚ-PIB experts.
Pursuant to the amended Regulations, leaving a given pump on the Storage Customers List will be conditional on the acceptance of the amended Regulations by the applicant for the Storage Service List and on the fulfillment of the new requirements specified in the Regulations.
Applicants to the Storage Service List who register from the date of entry into force of the amended Regulations submit devices/materials for publication on the Storage Service List in accordance with the principles of the amended Regulations – summarize the IOŚ-PIB experts.
This means that both already registered heat pumps and new heat pump applications to the Utilities List will be accepted only if they pass the strict verification of the Institute of Environmental Protection-PIB.
