
From April 1 this year there will be huge changes in the rules for co-financing heat pumps from Clean Air. The Ministry of Environment and Environment is responsible for subsidies for energy-saving boilers for fuel oil and natural gas from the Clean Air program. The Ministry of Environmental Protection has determined when it will eliminate subsidies for oil and natural gas boilers.
- In line with EU policy and the EPBD directive, Member States should slowly phase out subsidies for fossil fuel heating installations from 2024. This applies to energy-saving natural gas and oil boilers.
- As informed by the Ministry of Environmental Protection, the next planned changes to the Clean Air 2024 program, which will enter into force on April 1, 2024, will not apply to the eligibility of condensing gas and oil boilers.
- In accordance with the current requirements applicable to European funds (FEnIKS Programme, from which, among others, the Clean Air Program is financed), gas boilers can be financed until the end of 2025.
- Government subsidies for energy-saving boilers powered by natural gas and oil should end on January 1, 2026 at the latest.
- However, from what we have been told, the Ministry of Environmental Protection plans to precisely determine the date of withdrawal of subsidies for gas and oil boilers in subsequent changes and editions of the Clean Air Program.
There is a lot of misleading information about when subsidies for energy-saving solid fuel boilers, such as natural gas and fuel oil, will be withdrawn.
Unverified information about the withdrawal of subsidies for gas and oil boilers from the Clean Air program
Some say that only until the end of 2024 will it be possible to receive subsidies for gas and fuel oil boilers from the Clean Air program. Others report that fossil fuel boilers will be decommissioned in 2025 in accordance with the revision of the EPBD directive, which requires the phasing out of installations emitting carbon dioxide. However, no one can precisely determine this date.
Additionally, the atmosphere around the withdrawal of subsidies for fossil fuel boilers is being heated up by changes in the Clean Air program, announced by the Ministry of Environmental and Environmental Protection from April 1 this year.
They will also partially apply to energy-saving natural gas and fuel oil boilers. Why is it so important, especially in the case of gas and fuel oil boilers from the Clean Air 2024 program?
Almost one third of the subsidy goes to the purchase and installation of gas boilers from Clean Air
Energy-saving gas boilers are very popular among house owners who decide to replace old furnaces under funding from the Clean Air program in 2022-2023. Approximately ⅓ of all heat sources requested in the Clean Air program are gas boilers.
It is therefore not surprising that many applicants waiting for their applications to replace their furnace with a gas boiler to be considered are looking with concern at the upcoming changes to the Clean Air 2024 program.
The Clean Air Program is one of the main government programs thanks to which it is possible to reduce the costs of purchasing and installing a gas and oil boiler. Let us first recall the most important information, i.e. income thresholds. They determine which group of beneficiaries we can reach.

What are the maximum amounts of subsidies for gas and oil boilers from Clean Air 2024
The amount of the maximum subsidy that can be obtained for the purchase and installation of energy-saving gas boilers depends not only on the scope of the house thermal modernization, but also on the applicant’s income. The amount of funding from Clean Air 2024 is determined based on the income we receive.
- Basic level of funding – income threshold – the applicant’s annual income up to PLN 135,000. zloty.
- Increased level of funding – income threshold – monthly income per person up to PLN 1,894 in a multi-person household, up to PLN 2,651 in a single-person household.
- The highest level of funding – income threshold – monthly income per person up to PLN 1,090 in a multi-person household, up to PLN 1,526 in a single-person household.
Both owners and co-owners of already built houses can benefit from the Clean Air program.
The condition for receiving funding for a comprehensive thermal modernization project is to conduct an energy audit.
Co-financing a building energy audit of up to PLN 1,200 is additional support and is not included in the maximum subsidy value limit.

As you can see above, you can get really high subsidies from the Clean Air program. The question is: will anything change in the case of subsidies for oil and natural gas furnaces under the Clean Air program from April 1 this year?
Will the changes in Clean Air 2024 cover gas and oil condensing boilers from April 1 this year?
As informed by the Ministry of Environmental Protection, the upcoming planned changes to the Clean Air program will not apply to the eligibility of gas and oil condensing boilers.
As for the eligibility of costs incurred for the purchase/installation of new heat sources, the upcoming changes will include heat pumps and pellet/wood gasification boilers – emphasize experts from MkiŚ. – Currently, there are no plans to introduce restrictions on the possibility of co-financing gas and oil boilers in 2024, the Ministry of Environmental Protection said.

In accordance with the current requirements applicable to European funds (FEnIKS Program, from which, among others, the Clean Air Program is financed), gas boilers can be financed until the end of 2025. – emphasized the Ministry of Culture and National Heritage. – Nevertheless, the National Fund for Environmental Protection and Water Management analyzes and consults the needs for changes to the Clean Air program on an ongoing basis with the Ministry of Climate and Environment. Further decisions regarding the deadline for co-financing gas/oil condensing boilers will be made during the next change of the program.
This means that government subsidies for energy-saving boilers powered by natural gas and oil should end on January 1, 2026 at the latest. However, the Ministry of Environmental Protection plans to precisely determine the date of withdrawal of subsidies for these boilers in subsequent changes and editions of the Clean Air Program.
