
The Act on the energy voucher and on amending certain acts in order to limit the prices of electricity, natural gas and district heating, proposed by the Ministry of Culture and Environment, was signed by the President of the Republic of Poland, Andrzej Duda. When can I apply for an energy voucher?
- The President of the Republic of Poland signed the Act on the energy voucher and amending certain acts in order to limit the prices of electricity, natural gas and district heating. The act regulates issues related to energy prices in the second half of 2024.
- The Act provides for the extension of the maximum price for electricity in the second half of 2024. The price will be set at PLN 500/MWh regardless of consumption.
- In the second half of 2024, the current maximum price of PLN 693/MWh will be maintained for: local government institutions, public utility entities, e.g. schools, nurseries, hospitals and small and medium-sized enterprises.
- The Act introduces a new cash benefit – Energy Voucher. Support will be intended for approximately 3.5 million households with lower incomes. When paying out an energy voucher, the so-called PLN for PLN principle.
- Pursuant to the draft act on energy vouchers and amending certain other acts, an application for payment of an energy voucher must be submitted to the commune head, mayor or city president, respectively, at the commune or city office competent for the applicant’s place of residence, from July 15, 2024 . by September 31, 2024. An application submitted after this date will not be considered.
- An application for payment of an energy voucher must be submitted in writing in paper or electronic form.
The Act of May 23, 2024 on energy vouchers and amending certain acts in order to limit the prices of electricity, natural gas and district heating, signed on June 7, 2024, regulates issues related to energy prices in the second half of 2024. The purpose of the act is to support energy consumers at risk of energy poverty.
Energy voucher for whom? When to apply?
The energy voucher will be a one-off cash benefit intended for approximately 3.5 million lower-income households.
Pursuant to the adopted Act on energy vouchers and amending certain other acts, application for payment of an energy voucher submitted to the commune head, mayor or city president, respectively, at the commune or city office competent for the applicant’s place of residence, from July 15, 2024 to September 31, 2024. An application submitted after this deadline will not be considered.
An application for payment of an energy voucher must be submitted in writing in paper or electronic form.

There will be two income thresholds; up to PLN 2,500 for single-person households and up to PLN 1,700 per person for multi-person households.
The amount of the voucher will depend on the number of people in the household:
- PLN 300 for single-person households,
- PLN 400 for 2-3 persons,
- PLN 500 for 4-5 persons,
- PLN 600 for 6 persons and larger.
Additionally, households that use electricity to heat their homes, e.g. with heat pumps (approximately 5% of households) will receive a voucher twice as high (from PLN 600 to PLN 1,200).

This special aid is due to the fact that households that use electricity-powered heating sources have the highest bills.

Maximum net electricity prices at PLN 0.50 per kW
The maximum price for electricity for households will be extended until the second half of 2024. The price will be set at PLN 500/MWh regardless of consumption.
In the case of local government units and entities performing important public utility tasks (e.g. nurseries, hospitals, social welfare homes), prices in the second half of 2024 will remain at the same level (PLN 693/MWh).
The same maximum price of PLN 693/MWh will apply to small and medium-sized enterprises.
