
On Tuesday, the Parliamentary Agriculture Committee supported the draft resolution on the difficult situation in agriculture. The document was submitted to the plenary session of the Sejm.
The chairman of the committee, Mirosław Maliszewski (PSL), informed that this is currently only a committee draft resolution that will be submitted to the Sejm and if the Speaker of the Sejm sends it to the committee again, it will be considered as a draft resolution of the Sejm.
The difficult situation in agriculture requires changes to the Green Deal and the EU CAP
The project was prepared by the committee’s presidium on the basis of farmers’ demands.
The draft resolution regarding the difficult situation in agriculture was read by the vice-chairman of the committee, Piotr Głowacki (PO): We, MPs, MPs of the 10th term, are fully responsible for the fate of the Polish countryside and agriculture, bearing in mind the destabilization of agricultural markets caused by the war in Ukraine, changes in trade routes in the world, changes prices for many plant and animal products on a global scale, the impact of Russia’s policy on the prices of agricultural products in Europe and in the world. Polish farmers are demanding changes in the Common Agricultural Policy in the EU, the Green Deal and trade policy. In connection with the above, the Sejm of the Republic of Poland resolves as follows:
The basis of agriculture in Poland are family farms, which constitute the basis of the country’s food security. Therefore, it is necessary to constantly monitor the situation in agriculture and prevent the risk of losing financial liquidity of farms by applying systemic measures. Compensations do not solve the problems in agriculture, but they provide temporary support in the currently difficult situation. At the same time, the EU’s climate policy must not harm agriculture in any of the member states. Combining the European Union’s climate and economic goals requires a new definition and new emphasis, Głowacki read.
The draft resolution calls for the cessation of activities limiting plant and animal production in Poland
The draft resolution states:
we expect the abandonment of actions resulting in a reduction in plant and animal production, the abandonment of initiatives increasing the costs of agricultural production, introducing bans on agricultural products of animal and plant origin, the rejection of compulsory fallowing and flooding of land, no restrictions on the use of plant protection products, fertilizers that worsen the competitiveness of Polish agriculture, and the imposition of additional responsibilities on farmers.
The authors of the proposed resolution note that:

the regional impact of trade or export of Ukrainian agricultural products is very unevenly distributed, it is felt mainly by immediately neighboring countries.” Poland supports Ukraine with full commitment, but helping Ukraine cannot harm the interests of Polish agriculture and food security. We deeply believe that the war will end in victory Ukraine, but even after its completion, Polish-Ukrainian cooperation must guarantee the protection of Polish agriculture,” it was pointed out.
– The Sejm of the Republic of Poland supports the government of the Republic of Poland in negotiations with the European Commission and at the same time obliges it to intensify work on the urgent development of effective systemic customs mechanisms protecting Polish farmers and processors. It is necessary to restore the quotas used before the outbreak of the conflict in Ukraine and to strengthen controls on goods entering Poland from outside the EU, it was stated.
The Sejm of the Republic of Poland calls on the government to take unilateral protective measures and introduce an embargo if the European Commission does not urgently present adequate solutions in trade policy with Ukraine. Food security is a guarantee of state sovereignty, and the implementation of farmers’ demands is today the Polish national interest – emphasizes the draft resolution.
The draft resolution was adopted by the committee by acclamation.
