
The Ministry of Agriculture estimates that this year, payments for small farms will be received by approximately 310,000. farmers. How do we know this if the application process hasn’t even started yet?
We know this specifically from the justification to the draft regulation of the Minister of Agriculture and Rural Development amending the regulation on detailed conditions and detailed procedures for granting and paying basic income support, redistributive payments, payments for young farmers, payments related to production to the area of crops and payments related to production to animals and transitional national support under the Strategic Plan for the Common Agricultural Policy for 2023-2027.
The point is that the Act of May 23, 2024 amending the Act on the PS for the CAP for the years 2023–2027 introduced a new payment – payment for small farms for the years 2024–2027. Therefore, the above-mentioned regulation had to be supplemented with guidelines for this new payment. In addition, the amended regulation also includes the abolition of the requirement under the GAEC 8 standard regarding the obligation to allocate 4% of arable land to non-productive areas and facilities.
The changes are to apply until the 2024 campaign.
For whom and in what amount is the payment for small farms?
As a reminder, payments for small farms will be granted to a farmer if the total area of land covered by the area approved for basic income support owned by this farmer is at least 1 ha, and agricultural land owned by this farmer on May 31 of the year in which it was submitted. the application for this payment is no more than 5 ha.
This payment will replace all other types of direct payments, including eco-schemes.
The payment rate for small farms has been set at the same level as the payment rate for small farms in 2023, i.e. EUR 225/ha, maximum EUR 1,125/farm.

The call for applications for this type of subsidy is to be announced at a later date, after the EC accepts the Polish proposal.
