
Municipalities are slowly starting the next year by lending or purchasing composters for their residents free of charge. Provincial government Lesser Poland has just announced a call for applications for a pilot program involving the purchase of composters by municipalities for residents. In the province Małopolskie Voivodeship has allocated as much as PLN 2 million for this purpose in 2024.

Currently, all municipal governments are obliged to recycle municipal waste at a level of at least 35% of the total weight of waste collected in the municipality.
By 2035, this level should reach up to 65%. For many municipalities, this is a demanding task and therefore it is worth making efforts to reduce the amount of municipal waste.
Such programs for lending composters to commune residents took place in the province. Lower Silesia (e.g. in Wrocław).
Typically, the composter lending program is aimed at residents of municipalities who have home gardens, have biodegradable waste and have the opportunity to manage the produced compost.
The composter is loaned for a specified period of 2 to 3 years and then becomes the property of the commune resident. Most likely, other communes in the province will join this type of programs for free use of composters for residents. Lesser Poland.

In 2024, the Local Government of the Małopolska Voivodeship decided to provide financial support to municipalities that will be involved in providing residents with composters. Composters should be purchased and distributed to residents no later than November 30, 2024.
Municipal governments often face the challenge of achieving appropriate levels of reuse and recycling of municipal waste. The new support program prepared by the Local Government of the Małopolska Voivodeship will increase the share of municipal waste management at the source, i.e. in households, and as a result will contribute to an increase in the level of recycling in the municipalities – says Józef Gawron, Deputy Marshal of the Małopolska Voivodeship.
Who will be entitled to a free composter in the province? Lesser Poland?
Entities eligible to apply are communes from the Lesser Poland Voivodeship. The amount of financial support will depend on the share of single-family buildings in relation to all inhabited households located in the commune and will amount to:
- over 98.5% of the share of single-family buildings – up to 50 thousand zloty
- over 90% to 98.5% share of single-family buildings – up to 40 thousand zloty;
- up to 90% share of single-family buildings – up to 30 thousand zloty.
Applications for support should be submitted by February 9, 2024, in accordance with the template form constituting an annex to the “Conditions of the pilot program aimed at providing financial support to municipalities in the Lesser Poland Voivodeship in the field of supplying composters”.
The form should be sent via the Electronic Platform of Public Administration Services ePUAP, available at the electronic inbox of the Office of the Marshal of the Małopolska Voivodeship.

The surveys are the first stage of preparing an application for funding, which does not mean that our local government will join the program. Activities in this area are conditional on a positive decision of the Lesser Poland Voivodeship Assembly to grant financial assistance. In case of great interest, the order of submitted surveys will be decisive (date of receipt at the local office).
