
The Ministry of Agriculture wants to reduce the risk of failure to complete projects involving the replacement of roofing made of asbestos-containing materials within the KPO on time. Proposes a change in the regulations.
In the regulation of the Minister of Agriculture and Rural Development, submitted for consultation, amending the regulation on the detailed purpose, conditions and procedure for granting support for the replacement of roof coverings made of materials harmful to health or the environment on farms as part of the National Reconstruction and Resilience Plan it was proposed to extend the deadline for the implementation of the project involving the replacement of roof coverings made of materials containing asbestos, from 12 months to 18 months and no longer than until September 30, 2025.
– The proposed amendment to the regulation will enable the continuation of the implementation of projects, will limit the risk of not receiving funding granted under the concluded contract, and thus will limit the financial losses of farmers who have already started investments, but due to weather conditions they are not able to replace the coverings within the period specified in the provisions of the regulation. roof – we read in the justification.
Shortening the cut-off date
Shortening the cut-off date (from December 31, 2025 to September 30, 2025) will allow for the assessment of submitted final payment applications and settlement of funds to the final recipients of support on time and for the achievement of the A26G indicator specified in the annex to the Council Implementing Decision (EU) of on 1 June 2022 approving the assessment of Poland’s recovery and resilience plan (COM(2022)268 final 2022/0181 (NLE).
– Thanks to this solution, all farmers who complete their projects in the above-mentioned dates, they will be sure that they will receive support based on the final payment applications they submit – explains the Ministry of Agriculture.
And adds:
– The expected effect will be a larger area (m2) of new asbestos-free roof coverings, which will replace roof coverings made of asbestos products, which will have a positive impact on the health of inhabitants of rural areas, the natural environment and the regional situation and development.

Who will be affected by the changes?
The change will affect approx. 53.1 thousand. farmers – estimates the Ministry of Agriculture and Rural Development. During the 1st round of applications, approximately 7,625 applications for final payment (after implementing the project) remain to be submitted; In the second round of applications, 45,422 applications for project support were submitted and are currently being considered.
The amount of PLN 671.15 million was allocated for the implementation of support. Pre-financing of projects is provided by the Polish Development Fund SA under an agreement with the Ministry of Funds and Regional Policy.
