
It will soon be possible to obtain funding for the purchase of a machine for the soil application of liquid natural fertilizers, e.g. for the implementation of eco-schemes.
The Ministry of Agriculture turned to ARiMR with a request that the Agency announce this quarter the last call for applications for “Investments aimed at protecting water against pollution with nitrates from agricultural sources” under the sub-measure “Support for investments in agricultural farms” covered by the Rural Development Program 2014-2020.
The Ministry of Agriculture and Rural Development did this “due to the increased interest in the above-mentioned support and inquiries from potential applicants regarding the next call for applications.” More specifically, farmers are particularly interested in obtaining funding for the purchase of a machine for the soil application of natural liquid fertilizers, e.g. for the implementation of eco-schemes. The operation “Investments aimed at protecting water against nitrate pollution from agricultural sources” makes it possible to obtain such funding.
The farmer will count the animals differently
The Ministry of Agriculture also decided to help farmers who want to use the money available under the operation for the last time by proposing a slightly different way of counting animals. The idea is to eliminate interpretation doubts.
The amendment to the regulation of the Minister of Agriculture and Rural Development of October 23, 2015 on the detailed conditions and procedure for granting and paying financial aid for operations such as “Investments aimed at protecting water against nitrate pollution from agricultural sources” under the sub-measure ” Support for investments in agricultural farms” covered by the Rural Development Program for 2014–2020 aims to clarify the provision regarding the method of determining the number of animals on a farm, however – as noted – the proposed changes do not introduce new requirements for applicants and beneficiaries of the support instrument in question and are of a technical nature.
– The provision of § 1 of the draft regulation concerns the method of determining the number of animals on a farm in terms of DJP. This approach provided reliable data for calculating the size of plates or tanks for storing natural fertilizers. The draft provision specifies that in the event of launching another recruitment of applications for aid at the beginning of 2024, the calculation of the above-mentioned parameters will include data on the condition of animals on the farm from the previous year. The proposed provision also applies to entities that took possession of a farm or started animal production during the calendar year 2023 or 2024. This approach is beneficial to both applicants and the Agency for Restructuring and Modernization of Agriculture because it allows the use of data to determine the condition of animals on the farm. primarily data contained in the animal identification and registration system. This solution has already been used in the recruitment of applications for aid carried out between March 3, 2023 and April 3, 2023 on the basis of the provision (§ 31c of the amended regulation) – we read in the justification.

Deadlines are looming
The Ministry of Agriculture and Rural Development also reminds that in accordance with the provisions of the “Action program aimed at reducing water pollution with nitrates from agricultural sources and preventing further pollution” adopted pursuant to Art. 106 section 4 of the Act of July 20, 2017 – Water Law (Journal of Laws of 2023, items 1478, 1688, 1890, 1963 and 2029), hereinafter referred to as the action program, entities breeding farm animals in numbers less than or equal to 210 DJP are obliged to adjust the area or capacity of their places for storing natural fertilizers by December 31, 2024.
In order to enable farmers breeding livestock to adapt to the above-mentioned requirements specified in the action program, calls for applications for aid from the Rural Development Program for 2014-2020 (RDP 2014-2020) for this type of operations were launched annually. In the last recruitment period, conducted between October 25, 2023 and November 24, 2023, 1,240 applications were submitted for co-financing of investments related to the storage or use of natural fertilizers.
