
According to the applicable regulations, liquidity loans for agricultural producers can only be granted until June 30 this year. But the Ministry of Agriculture wants to extend this deadline.
According to the applicable regulations, liquidity loans for agricultural producers can only be granted until June 30 this year.
But – as the Ministry of Agriculture notes – agricultural producers are interested in the possibility of applying for these loans, at the same time the European Commission extended the validity period of the European Commission’s communication defining the Temporary Framework for State Aid Measures to Support the Economy After Russia’s Aggression against Ukraine with respect to agricultural producers until the end of this year year. Therefore, the Ministry of Agriculture and Rural Development proposes in the draft regulation to extend the granting of these loans until the end of the year, i.e. until December 31 this year.
As a result of the latest change in the financial plan of the Agency for Restructuring and Modernization of Agriculture, the share limit for liquidity loans for farmers was increased to PLN 5.4 billion. There are currently no plans to further increase this limit. As of June 14 this year. banks reserved a lending limit of approximately PLN 3 billion and granted 19,593 loans for an amount of almost PLN 2 billion.
At the same time, from the limit on interest subsidies for the above-mentioned loans estimated at PLN 200 million, banks reserved PLN 116.4 million.
How much money can you borrow?
Farmers can apply for a loan in the amount of:
- PLN 100,000 – when the agricultural producer runs a farm within the meaning of the provisions on agricultural tax with an area of no more than 50 ha of agricultural land;
- PLN 200,000 – when the agricultural producer runs a farm within the meaning of the provisions on agricultural tax with an area exceeding 50 ha and not more than 100 ha of agricultural land;
- PLN 400,000 – when an agricultural producer runs a farm within the meaning of the agricultural tax regulations with an area of more than 100 ha of agricultural land.
The interest payable to the bank is paid by:
- borrower – in the amount of 2%;
- Agency – in the remaining part.
The borrower is not required to make an own contribution.

Funds for interest subsidies on liquidity loans for 2024 have been planned in the financial plan of the Agency for Restructuring and Modernization of Agriculture for 2024 and in the specific reserve item 19. In 2024, expenditure on interest subsidies for liquidity loans will not exceed the funds of the specific reserve item 19.
For interest subsidies on liquidity loans granted this year. With the planned amount of PLN 5.4 billion in 2025, funds of approximately PLN 330 million will be required.
