
On April 4, 2024, the Agency for Restructuring and Modernization of Agriculture concluded an agreement with Asseco Poland SA for the maintenance and development of the Agency’s IT Systems (SIA). Now payments to farmers will be made more efficiently.
The agreement signed for two years with Asseco Poland SA is intended to ensure ongoing maintenance and adaptation of the Agency’s IT Systems to changing legal regulations, and therefore, among others, timely payment or fulfillment of obligations arising from legal provisions regarding the identification and registration of animals. The contractor was selected as part of the public procurement procedure in an open tender, which was conducted efficiently.
New, old collaboration
Let us remind you that on August 25, 2023, ARiMR terminated the agreement of November 29, 2022, concluded with DXC Technology Polska sp. z o. o. regarding the maintenance and development of the Agency’s IT System.
– The basis for terminating the contract was the occurrence of important reasons attributable to the contractor, resulting in a real and significant risk of inability to pay the beneficiaries of financial resources (direct and area subsidies financed mainly from the European Union budget) as part of the 2023 campaign, in the total amount of approx. PLN 21 PLN billion – ARiMR announced in a statement at that time.
With the decision to terminate the contract with DXC Technology, ARiMR entrusted the provision of SIA maintenance and development services to the contractor Asseco Poland SA, which provided these services before concluding the contract with DXC Technology Polska sp. z o. o.
The contract with Asseco Poland SA was concluded for the period necessary to conduct the competitive selection procedure for a new contractor, no longer than 18 months. The value of the contract was PLN 89,642,547.43 net.
The value of the new contract is not specified.

What does SIA consist of?
The Agency’s IT systems constitute one of the largest computer databases in Poland, made available to external entities and institutions and used to operate aid mechanisms.
SIA includes the following applications:
- eWniosekPlus – enables farmers to submit applications for direct payments online;
- IRZplus – allows animal owners and entities related to animal production to submit documents related to the identification and registration of animals in electronic form;
- eWoP – used to submit online applications for payment of aid granted for investment and bonus activities;
- IACS/IACSplus – handles applications for direct payments for approximately 1.4 million beneficiaries.
The Agency’s signing of the contract was also attended by the director of the Direct Payments Department, Jolanta Dobiesz, the director of the Reference Databases and Field Inspections Department, Stanisław Sas, the director of the IT Management Department, Marcin Szałecki, the director of the Legal and Public Procurement Department, Maciej Stojek, and the deputy director of the Producer Records and Animal Registration Department, Aneta.
